• CLIMATE. Dutko Worldwide is lobbying for Americans for Affordable Climate Change, a consumer alliance funded by Duke Energy , American Electric Power , Progress Energy Service and other utilities. Dutko’s Andrew Wright, a former chief of staff to House Energy and Commerce Energy and Air Quality Subcommittee Chairman Rick Boucher (D-Va.); Mark Irion, a former legislative assistant to then-Sen. Alan Dixon (D-Ill.); and Tracy Hammond are lobbying on global warming legislation for the new alliance.  

• ENERGY. Usibelli Coal Mine and Andalex Resources hired Akin Gump Strauss Hauer & Feld to lobby on a tax issue. Greg Mastel and Zach Paulsen, former aides on the Senate Finance Committee, and Hal Shapiro, a former White House trade adviser, are lobbying on behalf of the company.

Outlook Energy Investments hired BGR Holding to lobby on an issue relating to the review process of the Committee on Foreign Investment in the United States, lobbying records show. Stephen Rademaker, a top adviser to former Senate Majority Leader Bill Frist (R-Tenn.), is lobbying on behalf of the investment group, which is affiliated with a development company based in Abu Dhabi, United Arab Emirates.

• TAX. Raffaniello & Associates is lobbying for the National Mining Association . The firm, founded by Patrick Raffaniello, is tracking a variety of tax issues, including incentives to produce transportation fuel from coal and renewable fuels tax credits.

• TRADE. Allen F. Johnson & Associates is pushing the Colombia free trade pact in Congress for the National Poultry Federation of Colombia, lobbying records show. Sharon Sydow, formerly of the United States Trade Representative’s office, is lobbying on behalf of the federation.
