• Former Rep. Robin Tallon (D-S.C.) has joined Jenkins Hill Consulting as a principal. Tallon was most recently president of Robin Tallon & Associates.

• Mark Tidman has joined Baker Hostetler as partner. Previously a partner at Arent Fox , Tidman specializes in intellectual property and trademark issues.

• Doug Elmendorf has been appointed director of the Hamilton Project, an economic policy initiative. Prior to this Elmendorf worked at the Federal Reserve Board, the White House Council of Economic Advisers, and the Treasury Department. He replaces Jason Furman, who has been named director of economic policy for Sen. Barack Obama (Ill.), the presumptive Democratic presidential nominee.

• Ronald Platt has joined Sonnenschein Nath & Rosenthal as a senior managing director of the firm’s public law and policy strategies group. Platt previously chaired Buchanan Ingersoll & Rooney’s federal government relations practice, and has served on the staffs of Treasury Secretary Lloyd Bentsen and former Rep. Jack Brooks (D-Texas).

• Will Rijksen has joined the American Insurance Association as vice president for public affairs. Most recently Rijksen served as director of public affairs at The Hartford , and has previously worked for Aetna and America’s Health Insurance Plans (AHIP).

• Jonathan Winer has joined APCO Worldwide as senior vice president. Winer, former U.S. deputy assistant secretary of state for international law enforcement, previously served as chief counsel and legislative assistant to Sen. John Kerry (D-Mass.).

• Jessica Herrera-Flanigan will join Monument Policy Group as a partner. Most recently Herrera-Flanigan served as staff director and general counsel for the House Committee on Homeland Security. Prior to that, she was senior counsel at the computer crime and intellectual property section within the Justice Department.

• Deana Perlmutter has joined Holland & Knight as senior policy adviser in the public policy and regulation group. Perlmutter previously served as senior vice president of Dutko Worldwide in Denver and co-founded the GridWise Alliance and the New Resources Bank.

• Jim Luetkemeyer has joined Widmeyer Communications as an assistant vice president. He has previously worked as communications director and legislative assistant to Rep. Frank Lucas (R-Okla.) and for the ESOP Association.
