• David Ransom is joining McDermott Will & Emery as legislative counsel. Prior to this, Ransom worked as senior communications and policy adviser to House Majority Leader Steny Hoyer (D-Md.).

• Elisa Massimino has been named executive director and chief executive director of Human Rights First . Massimino has been at the organization for more than a decade, and also teaches human rights advocacy at Georgetown University.

• Linda Springer is being promoted to executive director at Ernst & Young . Springer previously served as controller at the Office of Management and Budget and was head of the Office of Federal Financial Management.

• Tim McFeeley has joined the board of the Gay & Lesbian Leadership Institute . Currently McFeeley is vice president and director of Isaacson Miller . He has previously held leadership roles in nonprofit organizations such as the Center for Policy Alternatives and the Human Rights Campaign.

The Generic Pharmaceutical Association has hired Charles Kinney as executive vice president and promoted Shawn Brown to vice president of state government affairs. Most recently, Kinney worked at Winston and Strawn, and previously served as counsel to former Sen. George Mitchell (D-Maine).

• Mark Shadle and Janet Cabot have been appointed presidents of PR firm Edelman’s central region. Shadle has served at Edelman for over 20 years, most recently as deputy president of the central region. In addition to her work with Edelman, Cabot also chairs the Culinary Trust.

• Adam Eisgrau has joined the Livingston Group as a public policy consultant. Most recently Eisgrau worked as president of Eisgrau Business Alliance, and previously served on the staffs of Sens. Frank Lautenberg (D-N.J.) and Dianne Feinstein (D-Calif.).

• Michael Flood has joined O’Neill and Associates as vice president of the firm’s federal relations practice. Flood previously served as senior vice president and manager at Rasky Baerlein .
